RUSS COHEN         Burlingame City Council

About Russ

Current City Councilman
It’s been a privilege to serve the city for the past two years. As your Councilman I serve on a number of subcommittees that address issues integral to the success of our town.

They include:
The Peninsula Congestion Relief Alliance—which manages Burlingame’s shuttle program as well as others within San Mateo County. During my tenure on the committee ridership on our shuttles has steadily increased.
The Grand Boulevard Task Force—an organization dedicated to finding common elements along El Camino Real that will make that historic byway more of a destination that visitors and residents alike can enjoy. A major focus of the task force is to reduce traffic congestion through smart development initiatives.
CETS-Coalition to Enhance Transit Service—Convenience and connectivity are the keys to success for our public transit system. I, along with many city council members along The Peninsula, have been working closely with officials from Caltrain and Samtrans to improve train service locally and to increase the opportunity to make it easier for riders to adopt public transit.
The Airport Community Roundtable—For the past 25 years The Roundtable has addressed the noise issues emanating from nearby San Francisco International Airport. The Roundtable continues to build coalitions with the airlines, the airport and the
neighborhood in order to mitigate concerns over noise. I also serve on a subcommittee of The Roundtable called The Airport Roundtable Marketing Committee.
Burlingame Website Exploration Committee–I believe that by utilizing the web more effectively, more city services can be done electronically. This will, in a small way, save automobile trips to city hall as well as saving paper processing. Burlingame is on the edge of Silicon Valley. We must become a leader in many areas. Our website is now a tool that better serves the public as well as promote and attract visitors and business interests.
Past Council Liaison, Burlingame Chamber of Commerce—Simply put, a strong business community makes Burlingame a better place to live, visit and work. As a liaison to this committee worked with business leaders to enhance the role of the Chamber and helped foster a better working relationship between the Chamber and The City.

President, Burlingame Historical Society
In this role, I have negotiated a lease agreement with The Peninsula Joint Powers Board/Caltrain that will allow the Burlingame Train Station to be used as a history museum rent-free. In this role I have also advocated for adaptive reuse of older buildings when possible, preservation when appropriate and salvage whenever the former two have been exhausted. It is this experience that has made me keenly aware of the need to balance development with Burlingame’s unique heritage.

Past Vice President/current member, Burlingame Lions Club
The Burlingame Lions Club has given back to the community in a myriad of ways since 1929. This year I helped organize the club’s most successful fundraiser ever. A classic car show was held and raised over $15,000 in its inaugural year. Additionally, I have participated in many of the group’s charitable endeavors. I am spearheading the rehabilitation of Lions Club Hall—this will be an opportunity for the community to come together and rebuild one of the most cherished and recognized buildings in Burlingame. To date, the back deck has been rebuilt and the exterior has been restored and repainted—all with volunteer labor and a major proportion of donated materials– saving the club and the community thousands of dollars.

Past Chair, Burlingame Traffic, Safety and Parking Commission
In this role I have helped to develop Burlingame’s first ever bicycle and pedestrian master plan. This comprehensive plan is the first step in giving real alternatives to automobile travel. It is, in my opinion, a leap forward to making Burlingame a true bike friendly city and a step in the right direction in making the city a more sustainable one.

Active participant in many city and civic group sponsored workshops including:

Forums on “smart growth” presented by The Citizens for a Better Burlingame, an organization I helped to form I am an advocate of “new urbanism” and “smart growth.” It is important that those who live and work in Burlingame truly understand these concepts. These forums have helped to educate the community on the advantages of growth that incorporates sustainability in its approach. I believe that legislators MUST be educators. We must embrace new ideas and bring them to the community.
The marketing plan for The Downtown Burlingame Improvement District In this role, I have consulted with the advisory board and the board of directors to help them form a comprehensive marketing plan that will raise the awareness of the diversity of the area as well as the vastness of the downtown district. The success of downtown is proportional to the success of Burlingame. It must be promoted. I was the designer of the Public Parking Way finding signs.
Met with the PUC to discuss saving the eucalyptus grove on Skyline Blvd300 trees were in danger of being clear- cut. Although eucalyptus trees are not native to the area, it was important to point out to the PUC why this grove was critical to the environment. The loss of the grove would not only cause an increase in noise pollution but ground cover would be lost as well as the natural beauty of the grove.
The City of Burlingame Housing Element workshop
Helping the city brainstorm on how to reach the state mandated housing numbers for our city was challenging. Advocating for higher density housing along transportation corridors as well as advocating for a more lenient amnesty program for granny units was a key component of my participation.
The City of Burlingame Bay front Specific Area Plan WorkshopPublic access to the bay front and protection of the natural surroundings found there were the primary concerns I had as a participant in this series of workshops. Although housing is a much needed commodity in Burlingame, my position was that bay front housing was not in line with ‘smart growth” principles, simply because housing there would be isolated because of its lack of public transportation options. Housing in this area would cause more people to make more automobile trips.
Spoke to the Peninsula Joint Powers Board on the proposed closure of the Broadway Train Station I spoke passionately regarding the detrimental effects of this proposed closure. It is an environmentally unsound decision. This station had, before its closure, one of the highest walking riderships on the Peninsula. We as a community cannot promote the walkability of our town if public transportation options are taken away rather than encouraged. This station is a vital ingredient in the success of the Broadway business district.
Attended monthly meetings sponsored by the city of Redwood City and the group, Communities By Design These lectures feature subjects ranging from how to make better public spaces to how to more effectively change parking behavior to the impacts of high speed rail along the Peninsula to the importance of mixed use development along transit corridors. This series was a fascinating, educational experience that I intend to continue attending. I will promote this kind of public outreach and education in Burlingame
